Mexico has agreed to extradite a man accused of killing University of North Texas sophomore Melanie Goodwin in September, the Dallas County district attorney's office said Tuesday. Ernesto Reyes will probably be in Dallas by the end of the month.
U.S. marshals arrested Mr. Reyes in October as he left a relative's home about 200 miles north of Mexico City. The U.S. Department of Justice has been working with Mexican authorities to have him sent to Dallas for trial.
Mr. Reyes was indicted on a capital murder charges, but as a condition of the extradition, the district attorney's office cannot seek the death penalty. Ms. Goodwin, 19, suffered several blunt-force injuries. Her body was found after being set on fire behind a Carrollton office complex.
A friend of Mr. Reyes' was charged with tampering with evidence in the case.

The Dallas Hispanic Firefighters Association invites the public to a fundraiser benefiting the three children of fallen Dallas firefighter Julio Alvarado.
The event is scheduled for 7 p.m. Thursday at New West Dallas, 6532 E. Northwest Highway. Admission is $10. Joe B and Richard Barron Band and Hothouse will be the featured acts. Proceeds will go toward the children's college education.
Mr. Alvarado, 32, was killed early on the morning of Nov. 17 when a drunken-driving suspect sped through a red light on Cockrell Hill Road in Oak Cliff and plowed into his Honda Accord, ripping the car in half. Mr. Alvarado died at the scene. He was off-duty and on the way to his home in Duncanville when he was hit.

A Frisco homeowners association has agreed to dismiss a libel lawsuit against three of its residents.
In February, Frisco Fairways Homeowners Association board members filed suit against David Doumani, Doug Macari and David Snell, accusing them of committing libel in online postings about the board. The case was scheduled to go to trial in October.
The lawsuit's dismissal is just the latest development in the months-long HOA conflict in the northwest Frisco neighborhood, sparked by a disagreement over a provision requiring homeowners to plant shrubs to screen objects visible from the street.
In the lawsuit, the board said the three residents began questioning board members and ultimately started harassing them, first in a community forum on the association's Web site, then in a public online forum. The lawsuit said the defendants knew the statements were false and damaged board members' reputations.
The settlement restores the three residents' rights and privileges to access and use the HOA's Web site.
The dismissal notice was posted on the Web site, www.friscofairways.org.

Teachers and other employees of the Plano school district would get a 3 percent pay raise in the 2008-09 school year, according to recommendations made to the school board Tuesday.
The proposed increase would keep average teacher salaries competitive even though it's lower than a 4.7 percent pay raise teachers received this school year, a consultant told board members. This year's increase was intended to push Plano's teacher pay in line with competing school districts.
Starting salaries for Plano teachers would jump to $44,250 in 2008-09 from $43,150 this school year. The recommendations also included a 2.5 percent pay raise for administrators and bigger stipends for athletics and fine arts officials. Overall, the proposed pay raises would take up $9 million of a budget that's projected to run a $14.6 million deficit. Board members are expected to vote on an employee pay package at their May 20 meeting.
