DALLAS — A Richardson ISD substitute teacher was arrested on suspicion that he was intoxicated in class Tuesday afternoon, a district spokesman said.

Thomas Brownlee, 56, was arrested at Parkhill Junior High in Far North Dallas about 1:40 p.m., according to a Dallas police report.

District spokesman Tim Clark said the substitute arrived on campus about noon and was in one class with another staff member and students for about 20 minutes.

"Students were never alone with this substitute teacher," Clark said.

The Dallas police report says a teacher suspected that Brownlee was drunk and notified an officer who was working at the school.

The officer "could clearly see ... [Brownlee] was highly intoxicated. [He] had slurred speech, breath smelling of an alcoholic beverage and bloodshot eyes," the report says.

Brownlee admitted having wine at lunch, the report says.

The officer began testing the substitute, but he "was so intoxicated that all further testings had to be stopped for [Brownlee's] safety," the report says.

Clark said the district used Brownlee in the past without incident. Possible repercussions include removal from the eligible substitute list, Clark said.
