Principal allegedly tried to cover-up grade change

DALLAS - Internal investigators with the Dallas Independent School District are accusing officials at Roosevelt High School of not only breaking district policy, but also possibly breaking the law.

While Roosevelt's football team has already been punished for allowing an ineligible athlete to play, there may be more to the story. Claims have arisen that adults attempted to change grades and cover it up.

Roosevelt High School was forced to forfeit their 2007 District Championship after an investigation uncovered that one of their players shouldn't have been on the court.

A copy of the full internal investigation report revealed that top school officials at Roosevelt allegedly broke policy to make sure that the star quarterback, Vince McNeil, was eligible to play.

McNeil was not only the star quarterback last season, he was practically the whole offense. But things got controversial when one teacher said a failing grade led to some inappropriate actions by the school principal and her assistant.

Stephen Wilson, McNeil's engineering design teacher at the time, said after he marked the quarterback repeatedly absent and gave him a failing grade, Principal Myrtle Jean Dixon and Assistant Principal Anthony Jefferson asked him to sign a grade-change form so the teen could continue to play.

"Mr. Jefferson brought the form to my classroom and stated that Ms. Dixon was waiting on the form and that we need to change the grade," he said.

McNeil was allowed to stay on the field and led his team to the playoffs.

But, Wilson was still upset. After repeated attempts to blow the whistle failed, Wilson took his complaints to DISD's Office of Professional Responsibility.

News 8 obtained a copy of their investigation, which appears to support Wilson's claims, including that "Jefferson directed Wilson to sign a false grade correction form ... in violation of DISD policy."

Accusations against Principal Dixon appear more severe. Dixon is accused of altering the athlete's grade change form.

The original form, obtained by News 8 months ago, had Dixon's signature of approval. However, Dixon allegedly later altered the original form to make it appear she did not approve the grade change.

"Dixon was trying to make it appear as if she had never approved the grade changes," reports from the investigation read. "... Dixon changed her testimony and acknowledged that she had made the alterations."

The report also stated that the "false verbal statement by Dixon to investigators is a violation" of policy.

While the allegations of impropriety have been known for months, Dixon and Jefferson were never placed on leave. And even now that the findings are official, Dixon and Jefferson are still actively employed by DISD.

Dixon has been reassigned to another school. Jefferson is still the assistant principal at Roosevelt.

"Each and every employee in Dallas ISD is afforded due process," the district said. "The district has a policy of not discussing personnel matters."

But at this point, the only major fallout from the investigation was the stripping away of the district crown from the high school football players.

As for whistleblower Wilson, his job was eliminated by the principal.

"I didn't see any punishment for those who perpetrated the scandal," Wilson said. "And those individuals, to my knowledge, are still working today; but yet, I'm without a teaching job."

News 8 was unable to reach Dixon for comment. Jefferson had no comment.
