EDINBURG, Texas – A new arrest warrant has been issued for Quincy Carter after the former Cowboys quarterback failed to appear in a Hidalgo County state district court for two hearings on marijuana possession and drunken driving charges. Carter, 31, was arrested in February shortly after a deal for him to play for Rio Grande Valley of the arenafootball2 league fell apart.
